Ministry of Transport to ban the carriage of liquids in hand luggage
The Minister of Transport, Maxim Sokolov, will sign an order banning the carriage of liquids in hand luggage (including containers with a volume of 100 ml or less) soon. However, the representatives of Aviation Security Services will have a right to make some exceptions (for example, this refers to medicines, toothpaste or baby food), Aviation EXplorer reports with reference to the Federal Air Transport Agency (Rosaviatsiya). The agency also noted that now it is a non-regulatory instruction related to implementation of additional aviation security measures. The instruction was sent to all the airports and civil aviation organizations by Rosaviatsiya. Rosaviatsiya is not entitled to ban airports from doing something. "In accordance with the instruction, it is recommended to put any liquids and personal hygiene products found in the in the passenger’s hand luggage during preflight inspection in his checked baggage. All the items placed in the checked baggage are inspected using special equipment and put in the baggage compartment. The medicines and personal hygiene products necessary for the passengers may still be carried in the hand luggage after being inspected by the representatives of the airport’s Aviation Security Services (in particular, this procedure is aimed at detection of the explosives)", - said in the statement of Rosaviatsiya’s press-service unveiled on January 8th 2014. According to a representative of the agency, the instruction recommended the passengers to place medicines, liquids, baby food, etc. in the checked baggage; otherwise the representatives of the airport’s Aviation Security Services will have to inspect the abovementioned items using special equipment so the preflight inspection will take more time. «All the prohibitions against carrying liquids in containers with a volume of less than 100 ml in the hand luggage or any requirements aimed at obliging passengers to put the abovementioned items in the checked baggage are nothing more than an initiative of the airport’s Aviation Security Services until the corresponding order is signed by the Minister of Transport», - Rosaviatsiya noted. The agency also said that the Minister of Transport, Maxim Sokolov, will sign an order banning the carriage of liquids in hand luggage, including containers with a volume of 100 ml or less, soon. However, the representatives of Aviation Security Services will have a right to make some exceptions. This refers to medicines, toothpaste and baby food. "The representatives of Aviation Security Services will have a right to open a container and make sure that it contains medicine, baby food or toothpaste", — Rosaviatsiya cited the Minister of Transport, Maxim Sokolov. The corresponding order should be signed on Thursday. This measure will remain in effect until the abatement of threat. A representative of the agency reminded that the threat of a terrorist attack with the use of a self-made explosive device on the air transport remains. The aircraft are the most vulnerable spot, because the insignia of Russian Federation is painted on the airframe. Thus by committing an act of terrorism the terrorists demonstrate the possibility of causing damage not only to certain citizens or organizations, but also to the whole country. Rosaviatsiya asks the passengers to understand the necessity of the tightened security due to the threat of a terrorist attack and arrive at the airport in advance.
